Director's Statement and Commitment on Quality Policy in the INM
In accordance with the Government Decision 193/2002, the National Institute of Metrology (www.inm.ro) is acting as a research & development institute subordinated to the Romanian Bureau of Legal Metrology (BRML), a central public administration with legal status whose main attribution is to coordinate and control the metrological activity in Romania.
INMinherited a long and vast experience in measurement field. Based on this and on its demonstrated capability, INM maintains, operates and continuously improves the National Standards it holds, ownership of the Romanian State (according to HG 193/2002).
As such and in the frame ofSR EN ISO 17025:2005 generalized implementation in test&calibration laboratories, the key role of INM within the conformity evaluation infrastructure of Romania is obvious as well as its defining mission of providing the scientific and technical backbone for measurement uniformity and accuracy throughout Romania by:
- Realization, development, maintenance and continuous linking of the National and Reference Measurement Standards to internationally recognized references, according to CIPM-MRArecognitioncriteria followed by
- Units and metrological knowledge dissemination to the customers from the Romanian socio-economic infrastructure.
The first goal is reached by specific Research&Development activities, including participation in international cooperation projects. The second goal is achieved by a wide range of services(calibration, testing, dissemination of knowledge, training and consultancy) provided to all its current and potential customers, according to SR ISO 17025:2005 and other relevant regulations.
In order to meet the required Quality for the provided services, I decided the operation and effective and continuous improvement of aQuality Management System (INM QMS) according to the SR EN ISO 17025:2005 requirements,in all INM laboratories. To ensure the required Quality for the Certified Reference Materials (CRMs) production in INM Laboratory 05, the policies and procedures necessary to meet the requirements of ISO Guide 34 are implemented. The Quality Management System of INM (INM-QMS) is CIPM-MRA Self-Declared and recognized within EURAMET, RMO - organization that INM is affiliated to. The INM Director makes sure that all relevant legal provisions are met as well as the relevant regulations of the international organizations INM is affiliated to. Also the INM Director makes sure that work security and environment protection regulations are observed, according to existing laws.
General goals of the INM QMS consist in:
a. assuring and continuously improving on the Quality of test&calibration services offered to its customers in order to fully meet their expectations and by this,
b. supporting the INM customers access and competitiveness on the domestic and international market.
Yearly goals of the Quality Management are decided and reviewed during yearly organized Management Review Analysisaccording to PG 16 INM.
To meet the general and yearly goals, the INM QMS is evaluated yearly by means of Internal Audits performed according to PG 15 INM and by external Peer Review evaluations performed by experts coming from EURAMETaffiliated institutes, according to CIPM-MRA guides as recommended by EURAMET TC-Q.
The INM Director, the INM Quality Manager, the Laboratories Quality Responsible, the INM Laboratories and Groups heads, cooperate according to approved procedures in order to make sure that all employees:
a. understand and apply the relevant regulations and that
b. are involved and actively participate in the continuous improvement of the Quality of the services provided by the INM
